The Confederation of Earth Sovereign States (CESS or CSS) is a politcal state comprising of 293 Planets, Nations, and smaller states and territories in which have their roots and origins typically tracing back to Earth; largely comprising of Human (Terran) species. While no longer considered inhabited, Earth is central to the identity of the Confederation of Earth Sovereign States. The headquarters is New Earth (Mesa Minor, Mesat). # Political Structure While labeled as a Confederacy, comprising of sovereign planets, nations and territories, each with their own unique and separate governments, the CESS is largely ruled through the Galactic Cooperative Mercantile Alliance as a Hegemony (GCMA), whose member votes seams to outweigh the votes from a Confederated sovereign member. This often creates a situation where Sovereign democratic voting can be undermined through GCMA member voting of the same sovereign nation. The Confederation of Earth is seen as both ultimate power and powerless as legal enforcement is largely based on GCMA needs and goals. The exception to this rule is of course Confederation of Earth Defense forces in which is largely made up solely from Sovereign state population. In order to also protect the needs of the GCMA, it has private contracts to CEFD as well as agreements in which it can operate its own war capable ships with CoE oversight physically present. ## Political Parties Member states (Planets and large sovereign states) often have multiple and varying degree of political parties, however at the CESS level there are generally two known parties, the Tories and the Sodem (Social Democrates). # Confederation Of Earth Sovereign States Defense Forces The Confederation Of Earth Sovereign States Defense Forces is comprised of several branches and even more complicated sub-branches. Typically, the CESSDF is knicknamed as "The Authority". While each member state has their military, they also provide to the Confederations overarching military. ## Branches of the CESSDF ### Confederate Army ### Confederate Air Force ### Confederate Navy ### Confederate Space Force ### Confederate Space Guard ## CESSDF and the GCMA Members of the CESS are subject to providing dues and assets to both the CESSDF and the GCMA. However, due to the hegemony status of the GCMA, more funds are allocated to the GCMA than the CESSDF. The CESSDF receives just enough of these funds to police internal conflicts which the GCMA uses to avoid the expenditure of its own resources. The GCMA in contrast has a much larger combat force, and greater ability which it uses typically to secure its shipping lanes both inside the CESS and out to willing trading partners. The CESSDF also remains inside established territories of the CESS.
## The Abandonment of Earth By the mid Terran/Earth 22nd century, earth was environmentally destroyed and beyond saving within an appreciable amount of time. At the end of a series of nuclear wars, earth was a lost cause. It's environment destroyed from pollution and nuclear fallout it was no longer capable of sustaining life. While colonies had been established on earth's moon, Mars, and several of the Jovian planet's moons, they were too small to appreciably sustain the population of Earth. Starving, sick, and dying the remaining resources of earth were dedicated to building as many seed/colony ships as possible to leave the solar system in search of new homes capable of sustaining the Human (terran) race. Thousands of ships were built, each capable of sustaining one hundred thousand population of women, men and children. Of course, the wealthy and connected had first dibs. Through a system of lottery and health based risk assessment, the rest were pushed onto the ships and launched. Those who did not make it onto a Colony seed ship, were doomed to die on earth. At this time, the death toll of humans was nearly more than 90% -- billions were dead or going to die. The existing sol colonies were immediately overrun due to fear of not finding a suitable planet. 13 seed ships made planet/moonfall as soon as they overwhelmed the meager resources of the existing solar colonies. All 13 solar colonies were lost. The fleet of Terran migrant ships travelled towards systems in which had previously been detected for potential earth like (micro and super) planets. While several were indeed found, factors such as existing inhabiting life forms, less than ideal environments for such a large population, none were selected for Humanities new home. Indeed, several ships did break away and make an attempt at a new home, willing to brave the elements and aliens at an attempt to settle in and make a new home. ## The Mesan Commonwealth Eventually, the Terran Colony Ships encountered the Mesan Commonwealth. A remarkably human-like race, the Mesans allowed the Terrans to settle in their home system, where they had a earthlike planet which was largely uninhabited by sentient life: Mesa Minor (they only had a small colony themselves on this planet -- Mesan Prime is a warmer planet and thus the Mesans were more accustomed to a warmer climate, and Mesa Minor is colder, although about equitable to earth). The Mesan Commonwealth was already a large interstellar force, whose reach stretched in an opposite direction of Earth where more habitable friendly systems were found (for the same reasons that the colony ships did not settle on any of the planets in between – just a space, less than friendly for colonization.) ## The Earth Confederation Terrans Not wanting to be subject to another species struck a deal to inhabit Mesa Minor (while smaller than Mesa Prime, was still a super earth) with the promise to build up and front the bill for military forces. Once settled, it was clear that Terrans needed to stick together and not end up so divided politically, as well as attempt to bring the remnant colonies back into the fold and provide them with resources and protection to not just survive, but thrive on their respective worlds. There was so much more to explore as well. And thus, the Earth Confederation was born, with a strict non-aggression peaceful pact with the Mesans, who were at the time more technologically advanced than the Terrans. Several of the remnant colonies however had settled into resource rich systems, even if their planets were less than hospitable, giving the Terrans a much needed asset in fulfilling their promise to the Mesans to fronting the Military bill. As part of their agreement in allowing colonization of the colder Mesa Minor, the Terrans were required to not abuse the environment of Mesa Minor, and make their living there sustainable and ecologically friendly. While this initially caused the Terrans to struggle in settling into their planet, they were able to abuse the resources available to them in the Remnant colonies and make good in the manufacture and provide military resources that the Mesans required. ## The Terran Authority The establishment of the Terrans military was officially called the Terran Authority, with its auxiliary secondary divisions The Terran Space Navy, The Terran Space Marines, and the Terran Space Force. Gradually over time, the Mesan Star Guard was able to reduce its numbers so that all outward conflicts were handled by the the Terran Authority save for a sizable force which it kept in the home system as a safety net should the Terran Authority be unable to defend the system. ## Galactic Cooperative Mercantile Alliance Hegemony While the Mesans were able to effectively use the Terrans as military fodder, they did not expect the Terrans to be adept at trade and business, and their especially deceptive ways. While initially, the two nations were able to keep a separated economy, the lines became blurred with the creation of an Economic powerhouse known as the Galactic Cooperative Mercantile Alliance. With both the Earth Confederation and the Mesan Commonwealth acting conservative in their expenditure in risky trade ventures across the ruthless landscape of space, a group of wealthy business leaders set out to smooth out the financial risks by incorporating an alliance with everyone they could with the promise that by doing so would reduce the overall financial loss if they cooperated as a whole. As they brought in backers from species other than terrans, it soon grew to include the wealthy and influential leaders in even the Mesan commonwealth. This eventually changed until the GCMA had a near Hegemony over both the Mesan Commonwealth and the Earth Confederation. With the Hegemon in place, species, factions and organizations who were within the Mesan Commonwealth or Earth Confederacy that were not in the GCMA, did not do trade or commerce within their borders. With the growing powerbase in place, the GCMA and the Earth Confederacy then placed a quarantine on the Sol System with a regular picket force to enforce it. Gradually they would try and erase their past sins of environmental destruction and nuclear warfare.
# Sol Quarantine Zone After the great exodus from Sol (Earth), many nearby habitable systems were heavily sought after resulting in massive wars and millions of casualties as seed ships competed for resource rich systems with habitable planets. An area of 15904313 light years (1 Kilo Parsec diameter) eventually became known as a Quarantine zone where no foothold is allowed within that area for settlement. For hundreds of years competitive states kept the area from ever progressing, giving rise to Pirates and mercenaries. Currently, both the CESSDF and the GCMA patrol the area to try and squash these groups, but no sanctioned group is allowed settlement within the 15904313 ly area.
